Modernisation Principle

A smart grid is not a single technology purchase. It is a coordinated transformation of network assets, protection and control, communications, operational data, automation, cybersecurity, planning and workforce capability.

Stage 1: Baseline the System
Assess asset condition, network performance, losses, outages, congestion, voltage issues, protection limitations, telemetry coverage, data quality and operating processes.

Stage 2: Define Outcomes and Priorities
Translate problems into measurable outcomes such as reliability, released capacity, DER hosting, resilience, reduced losses, faster restoration or better operational visibility.

Stage 3: Define Target Architecture
Develop a coherent target for primary assets, substations, protection/control, communications, SCADA/ADMS, data platforms, cybersecurity and enterprise integration.

Stage 4: Build Enabling Infrastructure
Modernise critical assets, protection, RTUs/IEDs, communications, time synchronisation, telemetry and data foundations before expecting advanced applications to perform.

Stage 5: Integrate DER, BESS and Flexibility
Define connection, visibility, control, forecasting, protection and operational requirements for distributed resources and flexible demand.

Stage 6: Add Intelligence
Deploy analytics, forecasting, condition monitoring, predictive maintenance and digital twins only where data quality, governance and decision workflows are mature enough.

Stage 7: Institutionalise the Operating Model
Embed cyber governance, data ownership, architecture management, PMO controls, competency development, vendor/interoperability management and continuous improvement.

Programme Sequencing

Use waves based on dependency and value. Coordinate outages and field works. Pilot uncertain applications, but require pilots to conform to the target architecture and produce evidence for scale-up.

Track benefits against a baseline and assign owners. Modernisation should be governed by evidence of improved network outcomes, not by the number of devices installed.
